NAME AND OBJECTS
BALLOCH VILLAGE HALL
1. The Association shall be called ‘Balloch Community Association’. Hereinafter called the ‘Association’.
2. The object of the Association shall be:-
a. To promote the benefit of the inhabitants of Balloch area and environs without distinction of political, religious or other opinions, by associating the Local Authorities, voluntary organisations and inhabitants in a common effort to advance education and to provide facilities in the interests of social welfare for recreation or leisure time occupation with the object of improving the conditions of life of said inhabitants.
b. To secure the establishment, maintenance and management of the Community Centre for activities promoted by the Association in furtherance of the above objects or any of them.
3. Office Bearers and Rules of Procedure:
a. The Office Bearers of the Association shall consist of President, Vice President, Secretary and Treasurer.
Other members of the Committee shall consist of Hall Convenor and representatives from Groups using the hall. All Office Bearers shall retire annually at the Annual General Meeting, and shall be eligible for re-election. One representative member shall be appointed by each of the organisations using the facilities regularly.
b. Paid Officers:
The Committee shall have power to appoint and dismiss paid Convenors and such other employees of the Association as it may from time to time determine.
c. The Secretary shall keep proper minutes of all meetings of the Association.
d. The Treasurer shall keep all necessary books of accounts, and shall, prepare once a year a statement of Income and Expenditure.
e. The books of the Association shall be made available for audit once a year by a person or persons elected for that purpose at a Committee Meeting.
f. The books of the Association shall be lodged in a Bank to be nominated by the Committee. All cheques, withdrawal slips, and other banking orders shall be signed by two people. The President and The Treasurer.
g. All monies raised by or on behalf of the Association shall be applied to further the objects of the Association and for no further purpose.
h. Ten members shall form a Quorum at the Annual General Meeting of the Association.
i. The Annual General Meeting of the Association shall be held in March of each year.
The Secretary shall give 21 day’s notice to all members of the Association. The Treasurer shall submit to the Annual General Meeting a Financial Statement showing Income and Expenditure during the preceding year.
j. All motions for discussion at the Annual General Meeting must be given in writing to the Secretary at least 14 days before the meeting.
k. Special General Meeting
The Secretary shall in writing, request at least 10 members to attend a Special General Meeting.
l. Specification of the Boundary
Muir Housing Estate, Upper Cullernie Farm, Sunnyside, Oakdene Park, Viewhill Farm, Westhill, Barnview and Whitecross. This boundary will be reviewed from time to time as development progresses.
m. Alterations to the Constitution will require a two third majority of the Committee of the Association.
